11 He loads the clouds with moisture;^(D)

12 At his direction they swirl around
    over the face of the whole earth
    to do whatever he commands them.^(G)
13 He brings the clouds to punish people,^(H)
    or to water his earth and show his love.^(I)

Was my arm too short^(B) to deliver you?
    Do I lack the strength^(C) to rescue you?
By a mere rebuke^(D) I dry up the sea,^(E)
    I turn rivers into a desert;^(F)
their fish rot for lack of water
    and die of thirst.
